On September 27, 2021, New York Governor Kathy Hochul signed an executive order (EO) that declared a state-wide disaster emergency related to health care staffing shortages due to both the coronavirus disease 2019 (COVID-19) public health emergency, and delays in compliance with the state’s vaccine mandate.
