The Carve-Out/Carve-In Question
The number of state Medicaid plans using primary carve-outs models for the financing and delivery of behavioral health services have dropped significantly, from 15 states in 2011 to 8 states in 2022. At the same time, most states (33 of 51) have moved to having Medicaid health plans that manage behavioral health and physical health benefits. That was the finding of the recent analysis, “An Update On State Medicaid Behavioral Health Financing Models: An OPEN MINDS Market Intelligence Report.”
